Authorizes the Strategic Growth Council to manage and award financial assistance from the Greenhouse Gas Reduction Fund to support implementation of sustainable communities strategies and alternative planning strategies that achieve greenhouse gas emission reduction targets.

Requires the council to adopt guidelines for fund use by recipients, including project selection through competitive public process, methods for evaluating greenhouse gas emission reductions, and public participation requirements.

Establishes eligible uses of funds including transportation network management, public transit service expansion, active transportation options, clean fueling infrastructure, multimodal connectivity, land use planning, transit-oriented development, and administrative costs (capped at 5 percent of awards).

Requires the council to establish standards for integrated modeling systems and measurement methods in consultation with the State Air Resources Board and metropolitan planning organizations to evaluate project effectiveness and verify benefits.

Authorizes the council to award financial assistance for development and implementation of agricultural, natural resource, and open-space land protection plans consistent with sustainable communities strategies and regional greenhouse gas emission reduction plans.
