Restricts Medi-Cal estate recovery claims to only two circumstances: against real property of nursing facility residents and against estates of deceased beneficiaries age 55 or older (with certain surviving family exceptions).

Eliminates the requirement that the state claim against a surviving spouse's estate upon their death.

Removes the "proportionate share" provision that previously limited exemptions.

Requires the Department of Health Care Services to provide current or former beneficiaries, upon free request, with the total amount of recoverable Medi-Cal expenses paid on their behalf via internet, telephone, mail, or in person.

Applies only to individuals who die on or after January 1, 2015.
