State Air Resources Board must develop quantitative, advisory greenhouse gas emissions reduction targets for 2030 by January 1, 2016, in an open public process with consultation from the Climate Action Team, state and local agencies, and stakeholders.

Reduction targets shall address both greenhouse gas emissions and short-lived climate pollutants with high global warming potentials, using best available climate science.

State board must prioritize reductions that significantly mitigate adverse public health impacts in disadvantaged communities through short-lived climate pollutant reductions, coordinated with other air quality regulations.

State board shall report the developed targets to the Legislature in compliance with Government Code Section 9795.

The reporting requirement becomes inoperative on January 1, 2020.
