Authorizes the Antelope Valley Transit Authority to operate a pilot program until July 1, 2020, allowing up to 25 buses equipped with illuminated advertising signs for the first two years, then up to 30 buses thereafter.

Permits illuminated advertising signs on transit buses with a maximum display area of 4,464 square inches, limited to side placement only, emitting non-glaring diffused light in any color except red.

Allows dynamic message signs to operate in paging or streaming mode, but requires electronic displays to remain static while buses operate on freeways.

Requires the Antelope Valley Transit Authority to determine by March 1, 2015 that UC Irvine has fewer than 12 operational illuminated transit buses before implementing its own pilot program.

Mandates the Authority submit a report to the Legislature and California Highway Patrol by January 1, 2020, documenting any adverse impacts on roadway and pedestrian safety from the illuminated advertising signs.
