Authorizes the State Department of Social Services and county child welfare agencies to share information about applicants and licensees who have been subject to administrative actions resulting in denial, suspension, probation, or revocation of licenses or certificates.

Requires the State Department of Social Services to provide county child welfare agencies with a list of individuals who received criminal record exemptions for licensed or certified foster homes to assess placement appropriateness.

Allows the department to share "summary information" (limited to one page per crime) about criminal record clearances or exemptions, including specific crimes and evidence used in the exemption decision, while prohibiting disclosure of names of individuals not subject to the exemption request.

Mandates the State Department of Social Services to establish a centralized system for monitoring and tracking final administrative actions for use in background check processes by state departments and county child welfare agencies.

Requires the department to issue an all-county letter by March 1, 2015, specifying the process for requesting summary information, how it will be issued, and how counties may use it.
