Requires the Superintendent of Public Instruction to apportion school transportation funding commencing with the 2015-16 fiscal year, with percentages of approved transportation costs increasing annually from 41% to 50% by 2021-22 and thereafter.

Each school district, county office of education, joint powers agreement entity, or regional occupational center receives whichever is greater: 100% of its 2013-14 school transportation apportionment (adjusted annually) or the specified percentage of prior fiscal year approved transportation costs.

The 2013-14 apportionment baseline is adjusted annually using the Implicit Price Deflator for State and Local Government Purchases, calculated using data available as of May 10 of the preceding fiscal year.

Establishes a process for startup school transportation apportionments to school districts that did not provide transportation services in 2014-15, limited to 5% of available funding and restricted to employee-operated home-to-school programs.

Provisions are operative only if funding is provided in the annual Budget Act or another statute.
