Requires each electricity retail seller to procure a proportionate share of 500 megawatts of baseload geothermal power by December 31, 2024, with baseload geothermal plants beginning construction after January 1, 2015.

Mandates retail sellers file compliance plans by January 1, 2016, with at least half of their proportionate share procured by December 31, 2019, based on 2018 forecast retail sales.

Prohibits the Public Utilities Commission from approving power purchase agreements that would increase average electricity rates by 1 percent or more for ratepayers.

Requires the commission to investigate expiring power purchase agreements with existing geothermal facilities by July 1, 2015, and revise procurement processes to properly account for facility value and system reliability.

Mandates projects demonstrate environmental benefits to California, such as reducing air pollution, recycling wastewater, or enabling lithium production for electric vehicle batteries.
