• Authorizes the Director of Employment Development to disclose confidential unemployment insurance information to the Department of Corrections and Rehabilitation to obtain quarterly wage data on former inmates in order to assess the impact of rehabilitation services on employment and earnings.

• Requires quarterly wage data to be provided for periods of one year, three years, and five years following an inmate's release from prison, limited to tracking rehabilitation strategy effectiveness.

• Expands the crime of unauthorized access, use, or disclosure of confidential unemployment insurance information to include this new authorized disclosure to the Department of Corrections and Rehabilitation.

• Incorporates conditional amendments that coordinate with Senate Bill 1028 and Assembly Bill 1792 to avoid conflicting amendments to the same statute, with operative sections depending on which bills are enacted.

• Provides no state reimbursement is required because costs stem from creation of new crime provisions under Article XIII B of the California Constitution.
