Removes the provision allowing institutions ineligible for Cal Grant awards to offer reduced renewal awards to students enrolled during the year before ineligibility.

Requires the Student Aid Commission to establish an appeal process for institutions that fail to meet the 3-year cohort default rate (15.5% or higher) and graduation rate (30% or lower) requirements.

Maintains existing ineligibility standards: institutions with cohort default rates of 15.5% or greater or graduation rates of 30% or less for students taking 150% of expected completion time become ineligible for initial and renewal Cal Grant awards.

Allows the commission to consider cohort size and likelihood of regaining eligibility in the following year when evaluating institutional appeals.

Makes conforming changes to renumber provisions affected by the removal of the reduced renewal award exception.
