Authorizes actions to enforce the Bagley-Keene Open Meeting Act against the Public Utilities Commission to be brought in superior court rather than exclusively through writs of mandamus in the Supreme Court or Court of Appeal.

Adds subdivision (c) to Public Utilities Code Section 1759 to carve out an exception allowing superior court jurisdiction for Bagley-Keene Open Meeting Act enforcement actions against the commission.

Responds to a June 3, 2014 California Court of Appeal decision (Disenhouse v. Peevey) that restricted enforcement of the Bagley-Keene Open Meeting Act against the PUC to appellate court proceedings.

Declares the Legislature's intent that all state agencies, including the PUC, be subject to equal public oversight and that the people's right to enforce open meeting requirements not be limited based on which agency is involved.
