Imposes an additional $35 fine for traffic violations committed in school zones when a standard "SCHOOL" warning sign and increased penalties sign are posted and children are present during school hours or noon recess.

Applies the additional fine to violations including traffic device violations, unsafe driving and passing, right-of-way violations, speed limit violations, reckless driving, and driving under the influence offenses.

Requires the additional $35 fines be deposited in the State Highway Account within the State Transportation Fund to fund school zone safety projects under the Active Transportation Program.

Applies to violations occurring when passing school buildings or grounds contiguous to a highway, or unfenced school grounds in use by children.
