Requires cities and counties to determine prior to project approval that projects are either in compliance with State Mining and Geology Board policies regarding active faults, or have geological site investigations showing no active fault trace beneath them

Applies to projects located within affected earthquake fault zones and within 500 feet of major active faults or 300 feet of well-defined minor faults where earthquake fault zone maps have not been completed or updated in the last five years

Allows cities and counties to establish stricter policies and criteria than state requirements if those policies further earthquake safety goals

Declares no state reimbursement is required because local agencies have authority to levy fees or assessments to fund the mandated program
