Prohibits seismic repair funds allocated under the 2006 bond act from being transferred out of the Seismic Repair Subaccount for any purpose other than seismic repair, reconstruction, or replacement of vulnerable school facilities

Requires transferred High Performance Schools Account funds (if included in the 2014 Budget Act) to be used only for new construction or modernization projects that promote high-performance school designs and materials

Prevents adjustment of funding amounts for charter schools, career technical education, and overcrowded schoolsites until projects eligible for remaining unencumbered funds as of January 1, 2015, have participated in the State Allocation Board's priority funding process

Maintains existing requirement that any amendments to bond allocation amounts must be approved by two-thirds vote in both legislative houses (if consistent with act purposes) or by voter approval, without changing total bond amount
