CA SB1160

Changes the job coach-to-consumer ratio for group supported employment services from 1 to 3 (minimum) to 1 to 2 (minimum), with a maximum of 1 to 8, and lowers the minimum number of funded consumers from 3 to 2.

Redefines "individualized services" to specify that job coaching decreases over time consistent with the consumer's individual program plan and abilities, with stabilization as a goal when possible, rather than requiring it.

Authorizes the State Department of Developmental Services to approve group services and requires the department to consider specified criteria including individual support needs, worksite integration opportunities, consumer wages, transportation availability, and employer business needs when determining appropriate job coach-to-consumer ratios.

Adds definition of "community-based vocational development services" to include discovery and job exploration, social skill development, internship and apprenticeship opportunities, postsecondary education access, and community employment networking.

Contains operative language providing that Section 2.5 only becomes effective if both this bill and Senate Bill 577 are enacted and become effective by January 1, 2015, with this bill enacted after SB 577.
