Establishes legislative intent to expeditiously expand statewide capacity for mental health and substance use disorder treatment services for Medi-Cal-eligible individuals, noting that only 21 percent of California's beds are in compliant facilities.

Implementation is contingent upon obtaining federal approvals and the availability of federal financial participation for these services.
