Requires the Instructional Quality Commission to consider including a distinct category on sexual abuse and sex trafficking prevention education when revising the Health Framework for California Public Schools after January 1, 2015.

Authorizes school districts to provide sexual abuse and sex trafficking prevention education covering forms of abuse, healthy relationships, sex trafficking tactics, legal aspects, and media influence on perceptions of abuse.

Encourages school districts to collaborate with law enforcement and outside consultants to develop school safety plans addressing sexual abuse and sex trafficking, including referral protocols for high-risk pupils.

Grants parents and guardians the right to excuse their children from sexual abuse and sex trafficking prevention education and related assessments.

Directs the Department of Education to make prevention resources and materials available on its website and encourages periodic in-service training for school personnel on identification and prevention of sexual abuse and sex trafficking.
