Repeals key provisions of Proposition 227 (1998) requiring sheltered English immersion and replaces it with a minimum structured English immersion program, while allowing school districts to offer broader language acquisition programs including dual-language immersion and transitional bilingual education.

Requires school districts and county offices of education to solicit parent input on language acquisition programs as part of developing local control and accountability plans, and mandates offering programs when 30 or more parents (or 20 in a single grade) request them.

Eliminates provisions allowing parents to sue for enforcement of English language requirements and removes personal liability for school officials and teachers who fail to implement those requirements.

Changes the amendment threshold for this statute from a 2/3 legislative vote (with requirement to further Proposition 227's purpose) to a simple majority vote in each house of the Legislature.

Becomes effective only upon voter approval at the November 2016 statewide general election, with operational provisions taking effect July 1, 2017.
