Extends indefinitely the exemption allowing truck tractor semitrailer combinations with a kingpin-to-rearmost axle measurement of not more than 46 feet and trailer length of not more than 56 feet to operate in connection with motorsports events.

Requires the Department of Transportation to issue permits for motorsports vehicle combinations to operate on specified routes and conduct field tests on transition routes connecting to the Auto Club Speedway in Fontana.

Mandates the Department of Transportation update transition routes to reflect road projects completed since the 1990s and update them every 5 years thereafter.

Requires the Department of Transportation to submit a report to the Legislature by January 1, 2017, detailing field test results for three raceway locations and a recommendation on whether the 56-foot trailer length should be reauthorized.

Limits permit requirements for travel to Auto Club Raceway at Pomona, Sonoma Raceway, and Auto Club Speedway at Fontana only until field tests determine no additional projects are needed or until required projects are completed.
