Establishes the California Developmental Disabilities Community Support Housing Fund, administered by the Department of Housing and Community Development, to finance community-based housing for individuals with developmental disabilities.

Requires the fund to receive moneys saved from transitioning individuals with developmental disabilities from institutions to community housing, calculated annually by the Department of Finance based on cost differences and number of transitioned consumers.

Directs the fund to also receive moneys from deflecting individuals from institutional admission (those with complex needs requiring community support services) and from leases of developmental center facilities.

Requires the Department of Housing and Community Development, in collaboration with the State Department of Developmental Services and regional centers, to use appropriated fund moneys to develop housing through existing Multifamily Housing Program and Predevelopment Loan Program.

Defines individuals at risk of housing displacement as those whose individual program plan identifies risk, including those in jail, inappropriate care levels, substandard housing, or unable to afford current housing.
