Cities, counties, and regional park districts may impose a motor vehicle registration surcharge of up to $5 per vehicle, subject to two-thirds voter approval, with revenues dedicated to bicycle infrastructure improvements.

Surcharge revenues must fund paved and natural surface trails, bikeways, bicycle facilities, and maintenance, with no more than 5% used for administrative expenses.

The Department of Motor Vehicles administers the surcharge and distributes net revenues (after collection costs) to the imposing local agency.

Local agencies must submit annual reports to the Legislature detailing total revenues received and expended, plus a summary of funded infrastructure projects.

The surcharge authorization expires January 1, 2025, unless extended by statute enacted before that date.
