Requires the San Francisco Bay Conservation and Development Commission to prepare a regional resilience strategy for adapting to sea level rise in collaboration with state, regional, and local government agencies, with completion deadline of December 31, 2018

Strategy must include two integrated components: community-based planning efforts with local governments and a regional assessment of shoreline vulnerabilities with adaptation options

Strategy shall address 13 specific goals including protecting existing development and critical infrastructure, enhancing bay ecosystems, encouraging innovative adaptation approaches, and integrating mitigation measures with adaptation planning

Commission must coordinate strategy preparation with the Bay Area Joint Policy Committee, State Coastal Conservancy, Ocean Protection Council, and Office of Planning and Research

Commission shall submit recommendations to the Legislature for future actions regarding sea level rise upon completion of the strategy
