Increases judges in the San Bernardino/Riverside division of the Fourth Appellate District Court of Appeal from 7 to 9 judges.

Authorizes 50 additional judges to be allocated to various county superior courts upon legislative appropriation in the 2014-15 fiscal year, using uniform criteria approved by the Judicial Council.

Establishes ongoing authority for 50 additional judges to be allocated annually to superior courts when funded through the annual Budget Act with moneys expressly identified for this purpose.

Appropriates unspecified sums from the General Fund to the judicial branch to fund the new appellate court judgeships, superior court judgeships, and accompanying staff.

Requires the Judicial Council to report biennially to the Legislature and Governor on factually determined needs for new judgeships using uniform allocation criteria based on court filings, workload standards, and relative need rankings.
