Governor or designee shall establish specific educational attainment goals for all 5 segments of postsecondary education in California (public universities, state universities, community colleges, private institutions, and independent institutions) with a target achievement date.

Attainment goals must be challenging and quantifiable, address achievement gaps for underrepresented populations, and align with California's workforce and economic needs.

University of California Regents, California State University Trustees, and California Community Colleges Board of Governors must each develop and adopt plans for achieving statewide goals, with performance metrics identified by a technical working group by January 31, 2015.

The three public segments must report annually to the Legislature on plan progress and performance measures starting in fiscal year 2015-16, with reporting requirement ending January 1, 2021.

Technical working group shall include representatives from all postsecondary segments, Department of Finance, Legislative Analyst's Office, and legislative policy committee chairs to develop coordinated metrics and reporting processes.
