Authorizes probation officers and district attorneys to provide victims' contact information and restitution orders to county agencies designated to collect restitution when offenders are in county jails, on postrelease community supervision, or mandatory supervision.

Requires persons on postrelease community supervision or mandatory supervision to pay court-ordered restitution and restitution fines as a condition of release, with continuing obligations after supervision ends.

Allows counties to establish restitution collection procedures and impose administrative fees not exceeding 10% of collected amounts, deposited in the county general fund.

Authorizes county agencies to collect restitution fines and orders from individuals on postrelease community supervision or mandatory supervision, transferring collected amounts to the California Victim Compensation and Government Claims Board or directly to victims.

Requires counties electing to collect restitution to coordinate with the Franchise Tax Board and prioritizes collection of restitution orders before restitution fines.
