Designates specified segments of the Mokelumne River as components of the California Wild and Scenic Rivers system with classifications as wild, scenic, or recreational.

Protects North Fork Mokelumne River segments from 0.50 miles downstream of Salt Springs Dam to 0.50 miles upstream of Tiger Creek Powerhouse, and downstream sections to State Highway Route 26 and Middle Fork confluence.

Protects main stem Mokelumne River from confluence of North and Middle Forks to the Pardee Reservoir flood surcharge pool at 580 feet elevation above mean sea level.

Preserves existing water rights and operations of Amador Water Agency, Jackson Valley Irrigation District, Calaveras Public Utility District, and Calaveras County Water District without adverse effect on river's free-flowing condition.

Allows construction and maintenance of recreational facilities, monitoring stations, and power lines by water agencies on designated segments without prejudicing wild and scenic river protections.
