Expresses legislative intent that UC and CSU align their model academic standards for language arts and mathematics courses with internationally benchmarked academic content standards developed by the Academic Content Standards Commission.

Requires expedited course approval processes whereby high schools can obtain recognition of courses satisfying CSU and UC admissions requirements, with decisions provided by August 1 each school year.

Establishes procedures for evaluating and approving duplicate career technical education courses from different high schools to ensure equal recognition if content and requirements match the original approved course.
