Requires judges or magistrates to state reasons for dismissing criminal actions orally on the record, in furtherance of justice.

Mandates written reasons be entered in court minutes if requested by either party or when proceedings are not electronically recorded or reported by a court reporter.

Maintains existing prohibition on dismissals for causes that would be grounds for demurrer to the accusatory pleading.

Authorizes courts to strike additional punishment for enhancements in furtherance of justice, rather than striking the enhancement itself, when permitted under the dismissal authority.

Prohibits judges from striking prior serious felony convictions for sentencing enhancement purposes under Penal Code Section 667.
