Ratifies the tribal-state gaming compact between California and the Karuk Tribe, executed on December 4, 2013, pursuant to the federal Indian Gaming Regulatory Act of 1988.

Exempts specified actions from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty, including execution of the compact and any amendments, related intergovernmental agreements, on-reservation compliance impacts, and sale of compact assets.

Clarifies that the exemptions do not relieve cities, counties, or the Department of Transportation from other CEQA requirements except as expressly provided.

Declares the act an urgency statute effective immediately to promote economic development, long-term stability, and self-sufficiency of the Karuk Tribe.
