SB 1230 - First Validating Act of 2014

• Validates the legal organization, boundaries, acts, proceedings, and bonds of all California public bodies including state agencies, counties, cities, districts, and specified entities created under state law.

• Confirms that all territorial boundary changes (annexations, detachments, consolidations, mergers, dissolutions) previously taken by public bodies are legally effective and binding.

• Validates all bonds previously issued, authorized, or sold by public bodies for any public purpose as legal, valid, and binding obligations of those entities.

• Establishes a six-month statute of limitations from the bill's effective date for challenging validity of public body formations, boundary changes, or bond issuances; after six months, such matters become final and incontestable.

• Takes effect immediately as an urgency statute; excludes community redevelopment agencies, disputes pending when bill becomes effective, and contracts between public bodies and the federal government from validation.
