Enacts the Second Validating Act of 2014 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including cities, counties, districts, and various special agencies.

Confirms that all public bodies previously organized under any law are legally organized and functioning with all rights, powers, and privileges, and validates all previously established boundaries.

Validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, dissolution, and authorization or issuance of bonds by public bodies.

Establishes a six-month statute of limitations from the effective date for challenging the validity of public body formation, boundary changes, or bond issuance; matters not challenged within this period become valid and incontestable.

Excludes from validation any matters currently in pending legal proceedings, previously determined illegal, or involving contracts with the United States; takes effect immediately as an urgency statute.
