Enacts the Third Validating Act of 2014 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state agencies, counties, cities, districts, and specified entities.

Declares all previously organized public bodies legally organized and functioning with full rights and powers; confirms all boundaries as legally established.

Validates all prior acts and proceedings related to annexation, inclusion, detachment, withdrawal, consolidation, merger, or dissolution of public bodies.

Validates all prior authorization, issuance, sale, and delivery of public body bonds as legal, valid, and binding obligations.

Establishes a six-month deadline from the effective date (August 21, 2014) to commence any legal action contesting the validity of prior public body actions; after six months all matters are deemed valid and incontestable.
