Increases the statute of limitations for prosecution of elder and dependent adult abuse offenses (except theft or embezzlement) from 5 years to 15 years from the date of occurrence

Extends the statute of limitations for civil actions seeking damages for financial abuse of elders or dependent adults from 4 years to 15 years after discovery of the abuse

Applies to offenses under Penal Code Section 368 involving abuse, neglect, or financial exploitation of persons age 65 or older or dependent adults ages 18-64 with physical or mental limitations
