Replaces the Joint Committee on Boards, Commissions, and Consumer Protection's quadrennial review of the Bureau of Automotive Repair with legislative policy committee review, treating the bureau's powers and duties as if scheduled for repeal on January 1, 2019.

Requires the Bureau of Automotive Repair to demonstrate a compelling public need for its continued existence and that its regulatory function is the least restrictive regulation consistent with public health, safety, and welfare during legislative review.

Removes the requirement that the Governor give due consideration to persons recommended by the bureau when appointing the bureau's chief.
