Requires Department of Consumer Affairs agencies to offer meeting notice by regular mail, email, or both as requested, and to notify the public when meetings will be webcast.

Expands citation authority for unlicensed advertising from telephone directories to all advertising, applies to all department agencies, and allows disconnection of telephone service for non-compliance with correction orders.

Requires the department to submit annual reports on administrative expense calculations starting July 1, 2015, and conduct a one-time study of its proration system.

Requires the department to develop enforcement training courses for employees and mandates detailed annual reports on consumer complaints and enforcement timelines; requires Office of Administrative Hearings to submit annual reports on case processing data.

Extends the Veterinary Medical Board sunset date from January 1, 2016 to January 1, 2017, modifies veterinary assistant controlled substance permit procedures effective July 1, 2015, and extends sunset dates for common interest development manager and tax preparer regulations to January 1, 2019.
