CA SB1248

Establishes the California Collaborative for Educational Excellence to advise and assist school districts, county superintendents, and charter schools in achieving local control and accountability plan goals.

Requires the Collaborative to report to the State Board of Education by October 15, 2015, with recommendations for methods to systematically evaluate the effectiveness of local control and accountability plans in closing achievement gaps and achieving state priorities.

Requires the Collaborative to provide recommendations for statewide identification and dissemination of best practices related to closing achievement gaps.

Establishes a five-member governing board including the Superintendent, State Board president, a county superintendent, a teacher, and a school district superintendent.

Authorizes use of funds appropriated in the Budget Act of 2013 for preparation of the required report.
