Authorizes the Department of Toxic Substances Control to adopt alternative management standards for metal shredding facilities by January 1, 2018, as alternatives to standard hazardous waste requirements if specified conditions are met.

Requires DTSC to prepare preliminary and final analyses evaluating hazardous waste management activities at metal shredding facilities and demonstrate that alternative standards will not pose significant hazards to human health, safety, or the environment.

Allows treated metal shredder waste to be classified and managed as nonhazardous waste under alternative standards, and permits its use as alternative daily cover in landfills or for beneficial reuse if waste discharge requirements are met.

Authorizes DTSC to collect annual fees from metal shredding facilities to cover implementation costs, with revenues deposited in a separate Hazardous Waste Control Account subaccount, and exempts paying facilities from specified other hazardous waste fees.

Repeals previous regional water quality control board requirements for landfill lists and voids all hazardous waste classifications and departmental guidance issued before January 1, 2014, relating to metal shredder waste effective January 1, 2018.
