Repeals the Safe, Clean, and Reliable Drinking Water Supply Act of 2012 and enacts a new Safe, Clean, and Reliable Drinking Water Supply Act of 2014 authorizing $10,150,000,000 in state general obligation bonds.

Allocates $900 million for clean drinking water projects benefiting disadvantaged communities, $1 billion for water supply reliability and drought preparedness, and $2.25 billion for Delta sustainability projects.

Provides $1.3 billion for watershed protection and restoration, $500 million for groundwater cleanup, $500 million for water recycling projects, $250 million for water conservation, and $100 million for local storage projects.

Establishes the California Water Commission's authority to competitively select water storage projects providing ecosystem improvements and water quality benefits, with funding becoming available after December 15, 2016 upon meeting specified criteria.

Requires voter approval at the November 4, 2014 statewide general election and takes effect immediately as an urgency statute.
