CA SB1251

Authorizes a joint powers authority formed by the Cities of Brea and Fullerton on or after January 1, 2013, to allow non-new members to retain the defined benefit pension plans or formulas they received from their respective employers as of December 31, 2012, if employed by the authority without a break in service exceeding 180 days.

Permits up to three contiguous Orange County cities to join the joint powers authority on or before January 1, 2017.

Prohibits joint powers authorities formed on or after January 1, 2013, from exempting new employees or new members from California Public Employees' Pension Reform Act (PEPRA) requirements.

Modifies the deadline for federal labor law exemption from January 1, 2015, to January 1, 2016, regarding Section 5333(b) of Title 49 of the United States Code.

Incorporates amendments proposed by AB 1783 to Section 7522.02 of the Government Code, contingent on both bills being enacted and effective by January 1, 2015, with this bill enacted after AB 1783.
