Requires the Department of Water Resources to investigate and gather data on loss of storage capacity behind dams due to sedimentation, in collaboration with federal agencies and the Delta Independent Science Board.

Authorizes the department to limit sedimentation studies to reservoirs with high sedimentation volume or rates and makes completion of an initial study by January 1, 2017 optional rather than mandatory.

Requires the department to identify high-priority reservoirs for detailed evaluation, including characterization of sediment for mercury content and grain size, and evaluation of cost-effective sediment removal strategies.

Mandates that sedimentation study results be included in the quinquennial California Water Plan update and reported to relevant Senate and Assembly policy committees.

Adds estimated loss of storage capacity from sedimentation to the list of assumptions and estimates the department must publicly release one year before each California Water Plan update.
