Removes authority for charter schools to locate outside chartering district boundaries simply because suitable facilities are unavailable in the desired area.

Requires written approval from the host school district before charter petition approval and before each renewal if a charter school wants to operate outside its chartering district boundaries.

Permits temporary out-of-district locations for up to 18 months during construction or expansion projects, with parents notified at least 60 days before the school year begins with specific location and contact information.

Allows charter schools authorized before April 1, 2013, and operating with enrolled pupils before September 15, 2014, to continue outside-district operations, as well as American Indian charter schools and schools meeting the Alternative Schools Accountability Model criteria.

Prohibits school districts with negative financial certifications from authorizing new charter schools outside district boundaries.
