Requires general acute care hospitals providing observation services in an observation unit to obtain department approval either as supplemental services or under a special permit.

Limits observation services to a maximum of 24 hours and restricts eligibility to patients from emergency departments, post-surgical care, discharged inpatients, or physician office visits.

Mandates observation units comply with the same staffing standards as supplemental emergency services, including licensed nurse-to-patient ratios.

Requires hospitals to provide written notice to patients that observation care is outpatient-based and may affect reimbursement by Medicare, Medi-Cal, or private insurers.

Adds observation service visit data and observation service gross revenues by payer to quarterly financial reporting requirements submitted to the Office of Statewide Health Planning and Development.
