Expands the used mattress recycling plan to include authorized solid waste operations and recyclers, renovators, and other municipal facilities as drop-off locations for mattresses at no charge to consumers.

Changes the trigger for mattress recycling charges from 90 days after department plan approval to 90 days after department budget approval, clarifying when manufacturers, renovators, retailers, and distributors must add the charge to mattress purchases.

Requires annual reports from mattress recyclers and renovators to be submitted by May 1 (instead of July 1) and mandates these reports also be provided to the mattress recycling organization.

Extends department enforcement authority to impose civil penalties on distributors and recyclers, and prohibits disclosure of confidential proprietary information in department audits and annual reports.

Limits department emergency rulemaking authority to only plan submission and budget approval processes, prohibiting emergency regulations for other chapter provisions.
