Establishes the Charge Ahead California Initiative administered by the State Air Resources Board with goals of deploying at least 1,000,000 zero-emission and near-zero-emission vehicles by January 1, 2023, and increasing access for disadvantaged, low-income, and moderate-income communities to these vehicles.

Requires the State Air Resources Board to include funding plans in Air Quality Improvement Program budgets starting with fiscal year 2016-17, with three-year forecasts through 2023 to support zero-emission and near-zero-emission vehicle deployment.

Updates the enhanced fleet modernization program guidelines to ensure low-income vehicle owners receive at least $2,500 in compensation for vehicle retirement or replacement, with authority to increase compensation amounts to maximize air quality benefits and program participation.

Mandates the State Air Resources Board to revise Clean Vehicle Rebate Project criteria by June 30, 2015, to include income-based eligibility limits and consider point-of-sale rebates and prequalification methods to increase participation.

Directs establishment of programs to increase electric transportation access in disadvantaged communities, including financing mechanisms, car sharing programs with zero-emission vehicles, charging infrastructure in multiunit dwellings, and additional incentives for vehicle replacement.
