Requires oil and gas well owners to report quarterly on the source, volume, and treatment of water used in oil and gas operations, including water used in injected fluids and recycled or treated water.

Mandates reporting of specific water disposition methods including injection into wells, discharge to surface water or sumps, and sale or transfer to other entities, with volumes tracked by disposition method when multiple methods are used.

Requires the Division of Oil, Gas, and Geothermal Resources to use standardized forms and noncustom software to facilitate online reporting of water-related information by operators.

Requires the division to annually provide the State Water Resources Control Board and regional water quality control boards an inventory of all unlined oil and gas field sumps.

Establishes that violations of the reporting requirements constitute a misdemeanor and clarifies that the state is not required to reimburse local agencies for costs related to enforcing these new criminal penalties.
