Exempts prisoners convicted of first-degree murder of a peace officer from eligibility for medical parole and compassionate release.

Defines peace officers as those specified in Penal Code Sections 830.1 through 830.12 who were killed while performing official duties, or killed in retaliation for their official duties.

Applies exemption prospectively only if the court determines retroactive application would violate the ex post facto clauses of the U.S. or California Constitutions.

Maintains existing medical parole eligibility for terminally ill prisoners (expected death within 6 months) and permanently medically incapacitated prisoners, provided release poses no threat to public safety.

Continues to exempt prisoners sentenced to death or life without parole from medical parole and compassionate release eligibility, with the addition of the peace officer murder exemption.
