Increases the maximum construction grant award from the Safe Drinking Water State Revolving Fund from $3,000,000 to $5,000,000 for water systems serving severely disadvantaged communities

Allows the State Water Resources Control Board to approve additional increases up to $10,000,000 maximum if the project need exceeds the standard grant amount and meets specified findings including highest public health risk among unfunded projects

Maintains the maximum planning grant at $500,000 for each participating public water system's share of planning, engineering, and design costs

Authorizes small community and nontransient noncommunity water systems owned by public agencies or private not-for-profit companies serving severely disadvantaged communities to receive up to 100 percent of eligible project costs as grants if they cannot afford loans

Becomes operative July 1, 2014 and repeals January 1 of the calendar year following the board's adoption of a policy handbook
