Amends Section 14536 of the Government Code to modify annual reporting requirements for the California Transportation Commission

Removes obsolete provisions requiring reports submitted between 2001 and 2008 to include summaries and discussions of certain loans and transfers of transportation revenues and their cashflow and project delivery impacts

Retains requirement for annual reports to include explanations and summaries of major policies and decisions adopted by the commission during the prior state and federal fiscal year

Maintains commission authority to include discussions of significant upcoming transportation issues anticipated to be of concern to the public and Legislature in annual reports
