Requires notice of temporary suspension from Medi-Cal to include a specific list of discrepancies to be remediated and a timeframe of at least 60 days from the notice date for remediation.

Mandates the department lift temporary suspension and notify providers of reimbursement eligibility for services provided after suspension lift if discrepancies are remediated within the specified timeframe.

Requires the department to send a removal notice to providers who fail to remediate identified discrepancies within the applicable timeframe, stating they will be removed from Medi-Cal enrollment by operation of law.

Prohibits unannounced site visits to clinics licensed under specified Health and Safety Code sections and licensed professionals under Division 2 of the Business and Professions Code unless the department has reason to believe the provider will defraud or abuse the program.
