Authorizes the state board to designate high- and medium-priority groundwater basins as probationary basins after January 31, 2025, if groundwater extractions result in significant depletions of interconnected surface waters.

Requires the state board to exclude from probationary status any portion of a basin where a groundwater sustainability agency demonstrates compliance with sustainability goals.

Requires state board interim plans for probationary basins to include groundwater sustainability plans or plan elements that comply with or help meet sustainability goals, rather than allowing local agencies to continue implementing adequate portions.

Prohibits the state board from establishing interim plans before January 1, 2025, to remedy conditions where groundwater extractions significantly deplete interconnected surface waters.

Makes the bill's operation contingent on the enactment of Assembly Bill 1739 and Senate Bill 1168 of the 2013-14 Regular Session.
