Authorizes the Secretary of Food and Agriculture to establish uniform regulations for dry tare weight or wet tare weight measurement methods for retail sales of meat, poultry, and fish products, consistent with federal law.

Allows the secretary to impose an additional assessment of up to $2 on business licenses for establishments using point-of-sale systems, deposited in the Department of Food and Agriculture Fund for enforcement purposes.

Provides that grocery stores meeting specified requirements may receive a written violation but no fine or penalty for the first pricing inaccuracy found during an initial point-of-sale system inspection, effective until January 1, 2018.

Establishes minimum random sample sizes for initial point-of-sale accuracy inspections based on the number of checkout registers (10 items for 3 or fewer registers, 25 items for 4-9 registers, 50 items for 10 or more registers).

Allows counties and cities to charge inspection and reinspection fees for point-of-sale systems, not to exceed the actual cost of inspecting or testing pricing accuracy.
